Overview
GSDSI (Global Source Data Solutions Inc.) builds voter and political data from voter-registration and election-participation records originating with state and local election authorities. Records carry registration status, party affiliation where public, vote-history participation (turnout, never ballot choices), and full district geography, plus modeled partisan, turnout, and issue scores built from participation and demographics. Campaigns, advocacy groups, and GOTV programs use it for targeting and persuasion. It is licensed for political purposes only, never for consumer marketing or brand audience targeting, and it is non-FCRA.

How Voter Data Is Sourced and Built
GSDSI's voter file is built from voter-registration and election-participation records originating with state and local election authorities. It provides registration status, party affiliation in states that make it public, participation in past elections, and geographic and district assignments. GSDSI standardizes districts and geography so segments behave consistently across jurisdictions, then appends modeled partisan, turnout, and issue scores built from vote-history participation and demographic attributes. Vote history reflects only whether a person voted, never how they voted, because ballot choices are secret. Records refresh as states publish updated files, and modeled scores are recalibrated against new participation data.
Common Applications by Buyer Type
Political campaigns use the file to build targeting universes, prioritize doors and calls with turnout and persuasion scores, and plan by district. Advocacy and issue organizations use it to identify supporters, target petitions and events, and message by geography. Get-out-the-vote programs use turnout scores and participation history to focus resources on low-propensity but persuadable registrants. Analysts use registration, party, and districts to model electorates and measure program lift. GSDSI licenses the file for political purposes only, so it is not available for consumer marketing or audience targeting for brands.
Compliance, Permitted Use, and State Restrictions
Voter data is not DPPA-regulated, because DPPA governs motor-vehicle records rather than voter files. Even so, use is tightly state-restricted: many states permit voter data only for elections, political, or non-commercial purposes, and several prohibit or restrict commercial use entirely, so permitted use is scoped state by state at licensing. GSDSI licenses it for political purposes only: campaigns, parties, PACs, advocacy and issue organizations, polling, political consultants, and GOTV and voter contact by political organizations. It is not licensed for consumer marketing or audience targeting for brands. This data is non-FCRA and must never be used for credit, employment, insurance underwriting eligibility, or tenant screening. Modeled scores are clearly labeled as models, not statements of any individual's actual vote.
Buyers evaluate voter data first on permitted use, because state law, not price, usually decides whether a program is allowed. They confirm the file's records originate with state and local election authorities, check that vote history is participation only, and validate district accuracy against known geography. Modeled scores are treated as models and tested against outcomes.
Confirm the program is political (a campaign, party, PAC, advocacy group, pollster or GOTV effort), since GSDSI licenses voter data for political use only, and get the license scoped state by state.
Verify the records originate with state and local election authorities and that vote history reflects participation only, never ballot choices.
Validate district and geography assignments against a known jurisdiction, and ask how partisan, turnout, and issue scores are modeled.
Get written confirmation that the data is non-FCRA and cannot be used for credit, employment, insurance, or tenant screening.
Frequently asked questions about Voter & Political Data
Where does GSDSI voter data come from?▾
It is built from voter-registration and election-participation records originating with state and local election authorities. GSDSI standardizes the geography and districts and appends modeled scores. Because these are election records rather than motor-vehicle records, the data is not DPPA-regulated, though its use is still restricted by state law.
Does the file show how someone voted?▾
No. Vote history reflects only participation, meaning whether a person voted in a given primary or general election. It never contains ballot choices, because ballots are secret. Any partisan, turnout, or issue figure is a model built from participation history and demographics, not a record of an individual's actual vote.
Can I use voter data for commercial marketing?▾
No. GSDSI licenses voter data for political purposes only: campaigns, parties, PACs, advocacy and issue groups, polling, and get-out-the-vote outreach by political organizations. It is not licensed for consumer marketing or brand audience targeting. State law adds its own limits on who may obtain a voter file and how it may be used, so each license is scoped state by state. The data is also non-FCRA and cannot be used for credit, employment, insurance, or tenant screening.
What attributes are included?▾
Records carry registration status, party affiliation where a state makes it public, vote-history participation, and district assignments including congressional, state house and senate, county, and municipal. Name and address appear as on the election-authority record, with contact fields where permitted. Modeled partisan, turnout, and issue scores are included where available and are labeled as models.
